[WMCEE-l] CEE cooperation and meeting - why?

I don't know, what problems push us to set up CEE cooperation and organize
a meeting. I think, most of the people, don't know it either. Some people
attending this year Wikimania CEE meeting were also confused commenting it:
If we asked why it is need? You got an answer the meeting should be this

This causes the luck of enthusiasm in CEE cooperation. Thus I think it is
important to define the problems and explain clearlz, why we should fight
such problems together rather alone. If we will not explain it and send a
clear message, CEE cooperation will not be supported by wide range of CEE
Wikimedians. In worse case, the creation of such "artificial" group, will
led to "artificial" problems within the group (e.g. fight for power
(information, money), silly conflicts etc.).

People grouped around Wikipedia, to overstep this problem: "every single
person on the planet doesn't have a free access to the sum of all human
knowledge" (...Jimmy Wales). States made a group called World Food
Programme, to solve the problem with world hunger. CEE Wikimedians set up
cooperation to...?

I can define two problems, which I see in CEE region. But how we can solve
them together?
1) it is neglected by western groups (countries, WMF etc.)
2) socio-psychological problems (most people are motivated by security of
livelihood, not basic principles of capitalism or higher values)

CEE region is neglected by western groups, because it is understood as
developed region. Thus western groups focuses on the regions like Africa or
Asia. But I feel, not to be equal to developed countries of the west. Here
I talk about money and resources. While it is not a problem to get
resources for "developing countries", it is a problem to get money and
resources to CEE. While other "developed" countries doesn't need them,
"developed" countries of CEE (called transitional economies) are usually
not so wealthy and need them.

Socio-psychological problems rises from the same history: communism
(socialism). That was an environment, which declares everybody peace, wage,
work, place to live, good social standard, career growth etc. In those day,
people where given most they needed. They lost the motivation, to get
something by their own efforts. Now he have a capitalism in CEE region,
which teaches people to work hard to fulfill their needs, but it doesn't
work in CEE region much. This causes problems in Wikimedia chapters, but
also in our outreach projects in getting more content and contributors to
Wikipedia. E.g. in western Europe/US you will find much more people in
GLAM, EDU willing to cooperate with Wikimedia then in CEE region.
