[WMCEE-l] Draft of preliminary programme for CEE Meeting in Armenia

Hi Philip

WMF offered to make some changes in the grant proposal to reduce the
budget. Please see the talk page
<https://meta.wikimedia.org/wiki/Grants_talk:PEG/WM_AM/CEE_Meeting_2016#WMF_Comments>
of the grant proposal. The travel page
<https://meta.wikimedia.org/wiki/Wikimedia_CEE_Meeting_2016/Travel> of the
Meeting was also updated as well as the community was e-mailed about the
changes in the grant.
