Yes, lunch break could be doable, but it's sometimes impractical to 
organize meetings during lunch, as not everyone can get food at the same 
time, so some people will come and go during the meetup. Although that 
might not be that big of a deal if the meetup isn't too formal. I 
remember we held our first CEE meetup during Wikimania in Haifa, and it 
was also during lunch break.
