[WMCEE-l] WMCEE Meeting 2013

The organizers might also consider applying for a grant, if they expect WMF
to fund this.  I remind everyone there is no commitment to automatically
fund a CEE meeting every year.  It will be funded if there is evidence of
some willingness by prospective participants to do the work to make it a
productive meeting.  This means creating an agenda in advance, starting
some conversations in advance, so that _during_ the meeting we don't waste
half the time establishing context or brainstorming the _issues_, rather
than focusing on developing solutions and concrete plans.
